OVERVIEW OF THE HUD SECTION 3 PROGRAM
An individual seeking preference in employment and/or training under the U.S. Department of Housing and Urban Development’s (HUD) Section 3 regulations shall certify that they are qualified as a Section 3 individual pursuant to HUD Section 3 regulations as set forth in 24 CFR Part 135. An individual may qualify under Section 3 if they are:

INSTRUCTIONS
- Complete and electronically sign the HUD Section 3 Verification Form below.
- Upload your Proof of Residency* and Proof of Income**.
- Submit.
* PROOF OF RESIDENCY
** PROOF OF INCOME
- Valid Picture ID with your current HUD Section 3 address (For example: Driver's License, State ID, or Military ID).
- 2-months of utility bills in your name with your current HUD Section 3 address.
- Notarized statement from an individual with at least one of the above documents in their name attesting that the person seeking Section 3 certification is living at their residence.
- Valid ID (For example: Driver’s License, Military ID or State ID) at the address above
** PROOF OF INCOME
- Proof of participation in a public assistance program (For example: EBT/Food Stamp Card or Social Security benefits)
- Proof of income (For example: Check stub, W-2 or Federal tax return)
- Proof of unemployed status (For example: Copy of application for unemployment benefits)
